摘要
巡逻防控是及时打击、控制和预防各类违法犯罪的社会治安管理的有效手段。它包括对现行犯罪的快速反应处置功能；对社会治安实施科学有效管理的功能；对治安事件和各类犯罪的预防控制功能；对各类突发性事件和自然灾害的抢险和救助功能；并作为公安机关的“主业”，在社会治安防控工作中起着举足轻重的作用。因此，很有必要对地震灾区治安形势进行分析，提出构建治安巡逻防控体系的一些方法，以期提升灾区整个社会面的治安防控效能．为灾后重建和社会经济事业的发展营造和谐稳定的社会环境。
Patrol is an effective way to attack, control and prevent all kinds of illegal and criminal activities, whose function includes the following aspects： the fast reaction to the crimes; the scientific and effective management; the prevention and control to all the public incidents and crimes; and the rescue and relief function for all kinds of unexpected events and natural disasters. After the ＂5.12＂ Wenchuan earthquake, the public security situation in the earthquake district has changed a lot. In order to maintain the earthquake district harmonious and stable, guarantee the post-disaster reconstruction, it is an urgent task for the public security organs to construct a perfect prevention and control system of security patrols.
