摘要
收入分配差距拉大已成为当前我国改革和发展必须着力解决的重要民生问题。本文以三次分配为视角,寻找在各个分配领域收入差距拉大的原因:初次分配领域强调效率、忽略公平,再分配领域财政税收政策调节作用的乏力、失灵以及第三次分配制度的缺失。针对收入差距拉大提出在三次分配领域中分别健全收入分配调节机制的建议。
Division of income disparity enlarging has become current our country to reform the important livelihood of the people question which must try with the development to solve.This article take three assignments as an angle of view,seeks in each distribution sphere income differential enlarging reason： The primary distribution sphere stressed that the efficiency,neglects fairly,redistribution domain fiscal levy policy control action asthenia,malfunction as well as third distribution system＇s flaw.In view of income differential enlarging proposed that distinguishes the perfect division of income adjustment mechanism in three distribution spheres the suggestion.
