摘要
我国高等学校行政化是饱受社会舆论和"两会"诟病的痼疾。在我国高等教育迈进大众化的进程中,作为高等教育主要类型的高职院校在飞速发展。通过剖析目前我国公办高职院校存在着由上级委派院级领导,管理机构庞大、行政人员多,行政权利至高无上等行政化的现象与弊端,试想通过去除行政级别,改变选拔方式;精减管理机构,实行职员制;推行教授治教,制定学院章程;建立中介组织,转变政府职能;加强民主管理,构建监督机制等改革措施,来去除高职院校行政化和官场化的弊端,以构建精简高效的现代大学管理体制。
The abuse of administration in colleges and universities are suffering criticisms from public and deputies to the national legislative and consultative organizations as kind of a chronic illness.As the main developing type of higher education,vocational colleges enter into the process of popularization.There exists abuse of administration in the present public vocational colleges,including leaders appointed by superiors,large management organizations with a great number of leaders,over-powerful administrative system,etc.Through analyzing these problems,this paper proposes to take some measures to remove the abuse of administration and bureaucracy of vocational colleges and to build streamlined modern university management system.The measures include removing the executive level and changing the selection method;simplifying regulatory agencies and implementing staff system;implementing professor governance over teaching affairs and developing college charters;establishing intermediary organizations and transforming government functions;and strengthening democratic management and constructing supervision mechanism.
