摘要
中国的国有企业都分布在城市。国企改组中出现的劳动力和存量资本流动，应该从我国的城市特点出发进行科学引导。本文分析了我国城市的六大特点，并在此基础上提出了引导劳动力和存量资本流动的设想。
The state - owned enterprises in China cluster in cities. Therefore the movement of labour and constant capital in the enterprises should be guided according to the features of cities, which are discussed in this paper.
