For paper industry,the balance and paradoxical relationships between cost and quality control were recognized by analyzing the relationship among incomes,cost and benefits of products,to find out optimum quality level,under which the lowest quality cost will be seeked for the maximum benefits of production,in order to make paper enterprises stand in an invincible position in the market competitions.
