摘要
解决中国造纸原料供给问题,除继续执行林纸一体化政策、鼓励国产废纸回收、通过科技手段解决非木纤维制浆污染问题进而提高使用量之外,还要通过综合性措施予以解决。
The supply ability of fiber materials for papermaking in China can not meet the capacity expanding requirement because of relative shortage of raw material which has become the development bottleneck of China paper industry. It is an important subject of analyzing raw material situation and studying on how to increase raw material supply ways for China paper industry in the Twelfth-Year Plan stage.
