摘要
目的为优化血吸虫病预防控制工作人力、财力和物力资源配置,探索血防工作人力及价格标杆值。方法依照《血吸虫病预防控制工作规范》,记录荆州市国家、省级监测点和非监测点以及县、乡级开展血吸虫病预防控制工作工时和经费支出,用Excel录入原始数据,采用SPSS 11.0软件包进行调查资料统计处理,测算血吸虫病预防控制工作单位成本和人力需求。结果省级监测点村每调查1 hm2钉螺需4.92人天,每1 m2需0.04元;药物灭螺1 hm2需71.15人天,每1 m2需0.42元。人群血清学单项检查1人次需0.046 9人天、7.52元;孵化法粪检1份标本需0.127 8人天、14.35元;治疗及扩大化疗1人次需0.038人天、9.58元。家畜查病粪检1头次需0.242 6人天、21.85元;治疗1头次需0.143 3人天、21.56元。结论测算出的血吸虫病预防控制工作单位成本和人力需求可作为标杆值,为科学制定防治规划和开展量化管理提供参考依据。
Objective To strengthen the management of schistosomiasis control and optimize the allocation of human,financial and material resources.MethodsIn accordance with the ＂The working criterion of schistosomiasis prevention and control ＂,the data of the field daily working hours and expenses for schistosomiasis prevention and control were recorded in the national-and provincial-level monitoring points and non-monitoring points,as well as county-and township-level points in Jingzhou City,and the data were analyzed statistically with SPSS 11.0.ResultsOf the provincial-level monitoring points,for the Oncomelania snail survey,there were 4.92 person-days per hm2 and 0.04 Yuan per m2;for molluscicide snail control,71.15 person-days per 1 hm2 and 0.42 Yuan per m2;for a single serological test,0.046 9 person-days and 7.52 Yuan per case;for stool hatching test,0.127 8 person-days and 14.35 Yuan per case;for human chemotherapy,0.038 person-days and 9.58 Yuan per case;for livestock stool examination,0.242 6 person-days and 21.85 Yuan per case;for the livestock chemotherapy,0.143 3 person-days and 21.56 Yuan per case.ConclusionThe determined unit cost and manpower needs could be the benchmark value for schistosomiasis prevention and control.
