摘要
目的建立国家药品标准的评估机制,以利于对现有国家药品标准进行科学评估,保证国家药品标准的制定和实施能够充分体现药品标准工作绩效的最大化。方法借鉴绩效考核及成本效益分析的有益经验,系统分析、阐述建立国家药品标准评估机制的重要意义及目的。结果与结论探索性地提出了建立国家药品标准评估机制的原则、组织保障体系、评判指标、实施程序及有关制度化建设的建议。
Objective To establish the evaluation mechanism of national drug standards. It will be beneficial for scientific evaluation of existing national drug standards. To ensure the formulation and implementation of national drug standards and fully reflect the maximum performance of drug standards. Methods We learned from useful experience of performance appraisal and cost-benefit analysis and systematically analyzed and elaborated the significance and purpose of setting up national drug standards evaluation mechanism. Results and Conclusion The principles,organizational systems,evaluation indicators,procedures and implementation of establishing the evaluation mechanisms of national drug standards and the institutionalization were set forth.
