摘要
安全预警管理绩效评价不仅仅要考虑安全预警管理的结果,更应考虑安全预警管理机制执行过程。论文针对水上交通安全预警管理的特征,提出了水上交通安全预警管理绩效评价指标体系,由预警机制运行绩效、预警机制社会满意绩效和预警管理安全效果绩效3大类,共计11项指标构成;并采用模糊层次分析法对长江干线水上交通安全预警管理绩效进行了实证研究。
The performance evaluation of safety early warning is not only to measure the results of management,should also to measure the implementation process of warning management.This paper proposes an index system evaluating the early-warning management performance of water transport safety,which consists of the performance of early-warning mechanism running,social satisfaction and safety management effects,from a total of 11 indicators of three categories constituted.This paper also uses Fuzzy Analytic Hierarchy Process（FAHP） to evaluate the performance of early warning management to Yangtze River water transport safety.
