文章首先描述中新天津生态城的诞生背景和发展现状,接着阐述生态城为满足新的发展要求而采取的应对方式,包括跳出规划看规划、多个主体共同参与管理及以目标为导向的发展方式;同时,以目标为导向的发展方式需要一套明确的指标体系,而指标体系的实现需要进一步的分解和实施工作;最后介绍中新天津生态城指标体系的分解实施工作及其创新点。
This article outlines the inception and updates the progresses in the Sino-Singapore Tianjin Eco-city.Innovative solutions to meet new requirements stemming from the development are elaborated here.It concludes that the achievement of goal-oriented development demands a clear, rigorous and comprehensive Key Performance Indicator System.Such a system must be embedded in a detailed implementation framework that is customized according to specific economic,resource, socio-political,and environmental factors;and the Sino Singapore Tianjin Eco-city in the article serves just as a demonstration of these conclusions.
