摘要
现阶段，欠发达地区发展旅游业离不开政府主导这一模式，而且事实也证明，政府主导确实使旅游业在过去的发展中呈现出了勃勃生机。但随着社会的进步，市场经济的向前推进，政府主导需要新的理论加以指导，才能继续发挥它的作用。新公共管理思想在这个时期恰恰成为指导政府主导旅游业发展的重要选择。
In this stage, the development of tourism in less developed areas of this model can not do without governments＇ leadership, but also it proved true for government-led development of the tourism industry in the past showing great vitality. With social development and advancement of market economy, the Government-led needs new theoretical guidance to continue to play its role. New Public Administration guidance at this time is just the important government-led tourism development options.
