要促进我国经济又好又快发展,必须重视消费政策的优化,提高消费政策效益。提高消费政策效益,缓和经济波动,提高国民经济运行质量;有利于推进产业升级,全面提高产业结构效益;有利于改善劳动者素质,全面提高劳动生产率。评价消费政策效益必须搞好消费政策成本与收益的核算。科学合理有效益的消费政策,必须有利于居民消费水平的提高、消费结构的优化和消费方式的转变。
In order to achieve a fast and healthy economic development, it is necessary for us to optimize the policy concerning consumption and improve policy efficiency. The efficiency of consumption-concerned policy can be increased by lowering economic fluctuation to enhance the quality of economic development, by pushing forward industrial upgrading to improve industrial structure and by heightening the labors＇ quality to raise productive efficiency. To estimate the efficiency of consumption-concerned policy, we must pay enough attention to the accounting of its cost and result. Good consumption-concerned policy should be able to increase people＇s consumption level, optimize consumption structure and improve consumption mode.
