摘要
随着全球化水资源危机的出现，灌区发展中的问题主要表现为：（１）工程老化失修严重，灌水技术落后，管理粗放；（２）水资源不足，引水量逐年下降．为此，提出了加快节水灌溉工程建设步伐；因地制宜改进田间灌水技术；提高灌区管理水平。
With the emergence of the global crisis of water resources,some serious problems have come up in the development of the irrigation areas,which mainly include that many hydraulic works are becoming aging and badly in need of repair,the irrigation technique has lagged far behind and the administration is not very effective and that deficient water resources are leading to the annual decrease of water flow that is ready to be channelled.In view of this situation,this paper proposes a series of strategies that include:the water-saving irrigation works should be further improved; the field irrigation techmique and the management of the irrigation areas should be ameliorated; and the policies with respect to the water-rate should be perfected.
