摘要
从物质资本、人力资本、智力资本"资本三要素"投入的视角来看,在中非农业合作中不但要重视物质资本的投入,更要重视人力资本、智力资本的投入从20世纪90年代中期始,中国非常重视同非洲国家的农业合作,在鼓励以企业为主体的多种形式的物质资本投入的同时,还开展了一系列的人力资本、智力资本投入活动,在农业科技教育培训、农产品加工创新、双边农业科技合作等方面取得了较好的成果。从物质资本、人力资本、智力资本的合理配置、科学利用、协调发展来推动非洲农业的进步,是实现中非农业合作可持续发展,达到经济利益"双赢"的有效途径。
Chinese agriculture has made remarkable achievements in the past 30 years. China＇s overall production technology and rich experience in agricultural development are very suitable for African national conditions and their current agricultural development. Based on ＂three factors of capital＂ （physical capital, human capital, and intellectual capital）, we should pay attention to not only the investment in physical capital, but also the investment in human capital and intellectual capital in Sino-African agricultural cooperation, which is the enlightenment from Joseph Nye＇s theory of soft power. China has attached great importance to the agricultural cooperation with African countries since the mid-1990s. Great achievements have been made in the agricultural science and technology education, agro-processing innovation as well as the bilateral agricultural cooperation. The African agriculture has achieved progress through the reasonable allocation, scientific use, and coordinated development of the physical capital, human capital, and intellectual capital, which is a very effective way to realize the sustainable development of agricultural cooperation and mutual economic benefits between China and Africa.
