摘要
针对清远市人民医院的经验是否具有普遍意义,能否在全国推广的疑问,论述了“优质高效低耗”模式的特点及内涵,阐述了建立“优质高效低耗”模式的理论基础及政策依据。指出,推行“优质高效低耗”模式必须进行管理体制的改革,其中转变政府职能,放权给医院尤为重要。
The realization of the model of combined good quality, high efficiency and low cost in hospital services may include, among others, these aspects: dynamic and appropriate flexibility and consistency to enable professions to develop present -day expertises effectively; in connection with insufficient knowledge about the effectiveness of many common medical therapies, it is needful to develop clinical practice guidance guidelines suited to health insurance system and to make these informations quickly available so that clinicians are not at a loss what to use or select among all the many drugs, methods, therapies, modifications; transform less than ideal parts while retaining what have proved to be eminently satisfactory; clinical services complexities management, resources utilization assessment, cost - effectiveness and efficiency studies, to illuminate what is worth doing, under what circumstances, and to avoid expenditure that offer little benefit; providing professional staff with the training, support and capacity to assist them in using available resources as effectively as possible; the model of quality, efficiency and low cost is expected to be further developed in a steady, initiative, creative, and successful way.
