金融危机后美国基础教育改革的政策走向探析——“力争上游”教育拨款的解读 被引量:3

A Probe into the Orientation of Federal's K-12 Education Policy in America after the Financial Crisis——The Interpretation of Race to the Top Education Fund

摘要 "力争上游"拨款是美国金融危机后《复苏与再投资法》教育拨款的重要组成部分。奥巴马政府设置了拨款资助领域、使用限制、申请条件、评分标准、拨款评审者的选拔标准及拨款评审程序等内容。该拨款呈现出竞争性、连贯性、引导性、严格性、公正与透明并行、统一和灵活兼顾等六个特点。"力争上游"教育拨款将与《不让一个孩子落伍》法一样遭受争议,其实施成效也有待观察。 "Race to the Top Fund" which is an important part of the education appropriation in American Recovery and Reinvestment Act, is designed after the financial crisis. Obama government sets financial aid area, usage restriction, application requirements, scoring standards, selection criteria for the reviewers, review course of the allocation and the like. This federal grant presents six characteristics:competitive,coherent, inductive, of strict condition,fair parallel with transparent,both unified and flexible. Race to the Top Fund is as controversy as No Child Left Behind, the effect of the implementation of this fund is worth concern.
