Evaluation of Technical Innovation Efficiency in Chinese Pharmaceutical Industry Based on the Malmquist Index

摘要 目的:评价我国医药制造业技术创新效率,为相关决策提供参考。方法:利用基于非参数的Malmquist指数模型,从动态角度考察1999~2007年期间我国医药制造业区域和子行业技术创新效率变化的规律和特点。结果:在研究的时间段内我国医药制造业技术创新效率年均增长6.6%,这主要得益于技术进步的贡献。技术创新效率存在区域差异,西部地区技术进步率最高(26.7%),东部地区技术进步率其次(13.8%),中部地区技术进步率最低(5.5%);同时存在行业差异,中成药品制造业的创新效率增长率最高(12.4%),化学药品制造业创新效率增长率次之(9.2%),生物药品制造业创新效率增长率最低(6.8%)。结论:技术进步是推动我国医药制造业技术创新效率提升的关键,但是医药制造业创新效率的区域及子行业差异又体现了在创新的过程中资源合理配置的重要性,以及对创新产出中自主知识产权的关注程度。 OBJECTIVE: To evaluate the technical innovation efficiency of Chinese pharmaceutical industry in order to provide reference for strategy formulation. METHODS: Using non-parametric Malmquist index model, the regularities and characteristics of technical innovation efficiency in Chinese pharmaceutical industry and its subindustry from 1999 to 2007 were investigated from the dynamic angle. RESULTS: During the study period, the technical innovation efficiency of Chinese pharmaceutical industry was improved with growth rate of 6.6%. This was due to technology progress. Technical innovation efficiency had regional differences. The highest rate of technical progress was in the western region (26.7%), followed by eastern region (13.8%) and central region (5.5%). Meanwhile, technical innovation efficiency had industrial differences. The growth rate of technical innovation in Chinese patent medicine was the highest (12.4%), followed by chemicals industry (9.2%) and biologics industry (6.8%). CONCLUSIONS: Technical progress is the key to promote the technology innovation efficiency of Chinese pharmaceutical industry, but the regional and sub-industrial differences of efficiency reflect the importance of reasonable resources allocation in the process of innovation and the concerns of independent intellectual property in the innovation output.
