摘要
本文分析了劳动力转移对新农村建设的综合影响以及农村劳动力资源培育的现实情况,认为在农村劳动力向非农产业和城镇转移这个不可逆转的趋势下,必须确保农业和农村经济发展对劳动力资源的有效需求,以保持劳动力转移和新农村建设协调、稳步和持续的发展。为此,本文以十七届三中全会精神为指导,探讨和提出了农村劳动力转移与新农村建设统筹发展的思路和建议。
This paper analyses the overall impact of the movements of the rural labour force on the development of the new rural areas and their relationships as well as the current situation on the training of human resources in the construction of the new rural areas.It is considered that Attention should be paid to meet the effective demand for labour by the agricultural and rural economic development in light of the irreversible trend of rural labour force moving to towns and non-agricultural sectors.Under the guiding of the issues of the third Plenum（Plenary Session） of the 17th Communist Party of China Central Committee,this paper has explored explored balanced approaches to agricultural labour force movements and New Rural Construction,and has put forward several proposals.
