摘要
利益和谐是人类社会和谐发展的基础,是社会整合全面发展的关键。农业生态补偿具有生态利益、经济利益、区域利益、城乡利益与社会利益和谐的价值基础;但我国农业生态补偿机制存在利益主体不清、利益原则模糊、利益形式单一、利益内容缺失等制度性困境。提出了建构了我国农业生态补偿的利益诉求机制、利益协调机制、利益保障机制和利益规范机制,实现我国农业生态补偿机制中各主体的利益和谐的对策和建议。
The harmony of interests is the basis forharmonious development of human society, and it is the key to overall development of social integration.Agro-ecological compensation has the value basis of ecological interests, economic interests, regional interests, urban and rural interests and the harmony of society interests.But the ecological compensation mechanism in China have some institutional dilemma, such as agricultural stakeholders is unclear, the vague principles of interests, the simple form of interests, and the missing content of interests.Some countermeasures and suggestions about the mechanisms of agricultural ecological compensation mechanism in China were proposed, such as construct the mechanisms of interests demand, interest coordination, interest guarantee and interest standards, and to realize the main interests harmony on China＇s agro-ecological compensation mechanism.
