摘要 作为城市公用事业之一的电信产业,在过去几十年经历了一个经济性的放松规制、竞争规制和私有化过程,其核心是提高产业规制效果,但对于服务质量问题,如普遍服务、优质服务、公共服务责任等却没有受到规制机构和社会的重视。伴随着激励性规制逐渐取代回报率规制,使得受规制企业在努力降低成本的同时却是以不断降低服务质量为代价。本文通过Granger因果检验和脉冲响应函数,将服务质量规制引入模型来讨论其规制效果的变化,进一步揭示服务质量规制与电信产业发展间的相互关系。 As the public utilities, telecommunications industry has undergone a process of relaxation of economic regulation, competition regulation and privatization in the pasted decades, its core is to improve the regulation effects, but service quality problems, such as the universal service, high quality service and public service responsibilities, are not paid attention to by the regulatory organizations and society. With the incentive regulation gradually replacing returns regulation, which allow the regula- ted companies to reduce costs while they are continually decreasing the cost of service quality. In this paper, through Granger causality test and impulse response function, quality of service regulation is introduced into the model to discuss the effect of changes in its regulations, to further reveal the relation between service quality regulation and the telecommunications industry development.
