摘要
基于当前港口岸线资源价值评估缺乏科学规范的评估理论和方法这一现实,根据效应理论、需求理论和有限供给等经济理论规范分析港口岸线资源价值评估的理论基础,运用比较借鉴的方法,分析土地资源、森林资源与港口岸线资源价值评估的异同,并借鉴有益经验。在此基础上,分析了影响港口岸线资源价值的各种因素,并建立港口岸线资源价值评估的指标体系。研究得出以下结论:港口岸线资源不仅是一种自然资源,其价值受自然条件的影响和制约,同时,港口岸线资源价值更是一种社会范畴的概念,相同自然条件的港口岸线在不同社会、经济和交通条件的地区,评估出来的价值可能差异很大,从自然、经济、社会和交通运网4个方面分析影响港口岸线资源价值的因素,以此建立的港口岸线资源价值评估指标体系较为客观和全面,为进一步选用恰当的评估方法,实现港口岸线资源价值评估奠定基础。
At present,the valuation of the port shoreline resource lacks scientific evaluation theories and methods.Based on the theories of utilization,demand and bounded supply and the method of comparison as well,the paper analyzes the differences and similarities of valuation of resources among soil resource,forest resource and port shoreline resource and sets up index system of valuation of resources concerning port shoreline resource.The results show that port shoreline is not only a natural resource whose value is influenced by natural conditions,but also a social resource whose value differs in regions with different social,economic and traffic conditions.From the perspective of nature,economy, society and transportation,the factors which have impact on the value of port shoreline resource are mentioned.Then it establishes an objective and comprehensive index system so as to select appropriate appraisal method to lay foundation for sound valuation of port shoreline.
