摘要
文章以兰考县五乡五村为例,对2003—2009年农民合作经济组织发展进行考察。农民合作经济组织在提高耕地规模经营和利用率、增加农业收入、改善社会关系、形成主导产业生态化等方面,与小农经济具有质的区别;其发展仍然处于初级阶段,表现在村两委主导型、能人带动型、公司+协会+农户型、股份制公司型等四种合作社类型在结构和功能上均存在一定的不足。农民合作经济组织的发展,内因在于农民合作发展与农村能人带动的对立统一、农民合作经济组织与农村基层组织的对立统一的本质规定,外因在于以宏观政策为主导、市场经济为主体的外部环境、条件的改善。本研究提出了国家应坚定农民合作经济组织的建设实践方向等建议。
This article discusses the development of farmers cooperative economic organizations on the basis of empirical research on five cooperatives of Lankao County,Henan Province.Farmers cooperative economic organizations are qualitatively different from small scale peasant economy in the aspects of improving land use scale and efficiency,increasing rural incomes,improving social relations,leading industrial ecosystems.However,its development is still in its infancy,because some deficiencies existed in the structure and functions of its four cooperative types,namely the village committee oriented,elite-driven,company association farmer type,and joint-stock corporate cooperatives.The internal agent of the development of farmers cooperative economic organizations is the unity of opposites between rural cooperative development and rural elite-driven.The external cause is mainly about the improvement of the external environment including macroeconomic policy-oriented,market economy as the subject.In the end,some advices are proposed that government should strengthen the practice of farmers cooperative economic organizations.
