摘要
在新中国教育历史中,没有一件事情像高校招生制度一样引起那么多的关注和争议。目前高校招生制度中的中央与地方的关系可以概括为中央统一领导,地方管理为主,这种关系造成了地方教育割据和基本无高校自主招生权可言的局面,严重影响了招生的公平性和人才的培养,对此提出了确立招生公平目标、强化中央在高校招生制度中职权、实行中央和地方两级统筹管理、鼓励高校招生自主等相应的完善措施,更好地指导我国高校招生考试制度的改革实践,实现高校招生制度中的中央与地方关系的法治化。
In the history of education in new China, nothing has invited more attention and controversy than college enrollment system. Relationships between central and local authorities in university enrolling system can be summarized as the central leadership and the local as the management, which has resulted in local separated regimes, with colleges and universities having no rights of independent admission. This situation has seriously affected the fairness of admissions and personnel training. This paper puts forward some measures to encourage colleges and universities to recruit new students on their own by setting objectives of equity enrollment, strengthening the duty and rights of the central authorities in the enrollment system, putting in place the coordinated central and local management. By so doing, the reform in this field will be carried out more successfully to achieve the legalized relationships between the central and local authorities in college enrollment system.
