摘要
作为俄罗斯法治国家社会公民性型塑和公民权保障的重要表达形式以及俄罗斯公民与国家之间独特的直接对话方式的公民参与,正逐渐成为俄罗斯社会与国家二元互动关系中的平衡支点。公民参与的权利观在俄罗斯的产生和发展经历了早期的孕育和培养,并在俄罗斯现代社会公民参与的理论与实践中得以彰显。公民对国家治理的有序参与有力地推动了俄罗斯法治国家发展的进程和俄罗斯市民社会的发展与独立。公民参与正在成为俄罗斯维护公民权利及利益诉求、纠正公权力偏差、消除和预防违法行为以及预防腐败的一种有效方法和手段。在俄罗斯政府、社会和个人之间的和谐互动过程中,公民不再是传统选择代议人的投票者以及公共服务与产品的消极消费者,正在逐渐成为自身利益表达、影响公共政策的有生力量和提供社会公共服务的公共管理者的合作伙伴。
As a particular mode of direct dialogue between citizens and the State of Russia,the citizens＇ participation has promoted the formation of social citizens in the rule of law and protection of citizens＇ rights. As equilibrium of interaction between the society and state,citizens＇ participation has developed both in theory and practice in Russia,forcefully enhancing the process of the rule of law and development and independence of citizens＇ society. Besides,citizens＇ participation has been an effective way of protecting citizens＇ rights,rectifying the discrepancy of state power,eliminating and preventing crimes and corruption. In the interaction among the government,society and individuals,citizens are no longer the traditional voters as representatives,nor the passive consumers of public service and products,but gradually develop into parties with their own interest to influence pubic policies and partners of public administrators to offer public welfare.
