摘要
内蒙古农村牧区人力资本存在着受教育程度低、医疗保健水平低、农业技术水平低、剩余劳动力转移困难等问题。这是由教育制度不健全、社会保障制度不完善、相关法律制度不健全、户籍管理制度的制约性和政府监管制度的缺失等制度因素导致的。对此,笔者提出了调整教育体制、加强职业教育、提高政府对农村牧区医疗保健的投资、进一步改革户籍管理制度、加强政府监管力度等方面的建议和措施。
Human capital in the rural and pastoral areas in Inner Mongolia is faced with such problems as poor edueation, low medical and agricultural technological level and difficult surplus labor transfer, etc. , which is not only due to the imperfect education, social security and related legal systems but also to the restriction of household registration management and deficiency of government supervision. As for these problems, the author suggests that it is necessary to adjust education system, promote vocational education, increase government investment in rural and pastoral medical care, reform household registration management and strengthen government supervision.
