摘要
长期以来,受公共政策研究思维和视角的局限,教育政策研究多从"精英立场"出发开展研究工作,没有体现出教育政策的特殊性,忽视了教育政策的文化性。而教育政策自身的特点、政策与文化的关系等,为教育政策研究提供了从"精英立场"到"草根情结"转变的必要性和可能性。在现代社会,尤其需要开展具有文化敏感性的教育政策研究工作。
The education policy research is limited by the thought and the perspective of the public policy research for a long time.The fact is that people do the education policy research from the "elite position",neglecting the particularity and the culture of the education policy.Features of the education policy,relation between the policy and the culture are both provide the necessity and likelihood for the education policy research to turn to the "Roots complex".In modern society,it is especially need to carry out a cultural sensitivity research about the education policy.
