摘要
分析了国有企业负债过度、亏损严重的现状和成因。提出了相应的对策建议：加大国有企业资本金投入，改变其不合理的资本结构；明确国有资本投资主体，实行建设项目资本金制度；发展多种融资渠道，提高直接融资比重；加快企业重组，盘活存量资产；加强经营管理，构建自我积累约束机制；加速宏观经济改革，落实配套措施。
This paper analyses the current situation and geneses of over debts and serious losses held by the state owned enterprises,and advances the corresponding countermeasures and suggestions;They are:to increase investment of equity share capital to the state owned enterprises and change their irrational capital structure;to define the main body of the state capital investment and implement the institution of the state capital investment for the construction projects;to develop the diversified channels to finance funds and increase the percentage of the direct financial fund;to speed up the reorganization of the enterprise and make the state assets operate;to improve the management and administration in the enterprises and reconstruct a self bindiry mechanism;to accelerate the reform of macro economy and fix the counterpart measures.
