摘要
地方政府负债过高已成为我国当前的一个严重问题。地方政府负债是地方发展的客观需要,有积极作用,但由于法律规范缺失,导致其负面效应被放大,带来了较高的潜在风险。我国必须借鉴外国经验,把地方政府负债行为纳入合法合理的框架内进行,以化解危机。
