摘要
面对我国目前的区域经济结构调整和资源依赖型发展战略的转变,自主知识产权的获取和扩散已经成为决定区域经济发展的关键因素。以自主知识产权为主抓手,发挥知识产权的强辐射作用,围绕知识产权的各种政策、机构、文化、支撑系统的建立来加快集群创新系统的建设,才能最终使知识产权的创造、管理、应用和保护成为集群创新系统和区域经济发展的主动力。
Facing the adjustment of the regional economic structure and the transition of the resource-dependent development strategy in present China,the acquirement and diffusion of independent IPRs have become the key factors deciding the regional economic development.Only by grasping the self-reliant IPRs,giving full play to its strong diffusion function and quickening the construction of the industry cluster innovation system around the construction of different systems of policy,institution,culture,and support of IPRs,can the creation,management,appliance and protection of IPRs finally become the main power to boost the industrial cluster innovation system and regional economic development.
