A Synthesis of Foreign Scholars' Research on Low Carbon Economy

摘要 低碳经济是发达国家为应对气候变化而提出的新的经济发展模式,它正成为一种新的国际潮流,影响着各国的经济社会发展进程。本文从低碳经济与经济增长、低碳经济实现的制度安排和不同国家的低碳经济进程三个方面,对国外相关文献进行梳理,分析认为:影响一国碳排放量的因素有人口、GDP、能源强度、碳强度及国际贸易等,且从长期来看,碳减排不会对经济增长造成负面影响;征收碳税和碳交易制度是目前实现低碳经济的主要制度安排;无论是发达国家还是发展中国家都在努力行动,实现经济发展模式向低碳经济转型。 Low carbon economy are developed in response to global climate change and the new economic development model.It is becoming a new international trend,affecting the economic and social development process in different countries.This paper studies low carbon economy from three aspects: the links between low carbon economy and economic growth,the institution arrangements to achieve low carbon economy,and the process of low carbon economy in different countries.Through the study of foreign literature,the paper concludes that: first,the factors that affect carbon emissions,including population,GDP,energy intensity,carbon intensity,and international trade,and in the long run,carbon emissions reduction will not have a negative impact on economic growth. Second,carbon tax and carbon trading are main institution arrangements to achieve low carbon economy.Third,both developed countries and developing countries are achieving transition of economic development model to the low carbon economy.
