从产权制度、规划管理体制和价格机制的角度分析经济发达地区土地紧缺的根源,并有针对性地提出完善土地征用制度、完善土地市场、完善土地产权制度、规范土地供应、科学编制规划、提高土地利用效率和加强地方政府土地管理等节约和集约利用土地的对策。
From the property rights system,planning management system and price mechanism,the article analyses the sources of land shortage of the economically developed areas.It pertinently brings forward economical and inten-sive land use countermeasures including improving the land requisitioned system,improving the land market,im-proving land property system,standardizing the land supply,scientific planning,enhancing efficiency and strength-ening local government management.
