摘要
政府投资项目的合同金额与合同外工程签证追加金额形成最终的工程竣工造价。目前政府投资项目普遍存在随意签证、重复签证、虚假签证、监管乏力等问题,依据工程签证而追加调整后的工程造价远远超过合同价。这难以保证政府负责任地使用财政建设资金,并且扰乱了市场经济秩序,其行政性、社会性、司法性监管制度亟需建立。
Contract amount of government investment projects and the amount of additional work visas outside the contract form final project completion cost.The problems of the visa at random,repeated visa,false visa and inade-quate supervision are common in current government investment projects.Project superaddition cost according to project visa is far more than the contract price.It is difficult to guarantee the responsible use of government funds for the construction,and these problems disturb market economic order.Therefore,its administrative,social and ju-dicial regulatory system needs to be built urgently.
