摘要
目的判断国家医改政策对公立医院经济补偿的影响。方法构建公立医院经济补偿系统动力学模型,依据模型展开分析和判断。结果现行的基本药物、价格调整、增加政府投入等医改政策难以有效遏制公立医院对业务收入的追求,医疗费用仍将持续过快增长。结论要有效控制医疗费用,必须管制公立医院,控制其运营成本。公立医院应当做好准备迎接全额预算管理。
Objective To analyze the impact of national health reform strategies on the economic reimbursement of public hospitals. Methods Constructing the system dynamics model on economic reimbursement of China＇s public hospitals, and analyzing and judging according to the model. Results The trend of medical expenditure over-increasing could not be changed by current reform policies, such as essential medicine policy, medical service price adjusting poli- cy, more government investment policy, etc. Conclusion The over-increasing of medical expenditure should be con- trolled effectively, and the cost of public hospital should be strictly controlled by government. The executives of public hospitals should get ready for the policy of whole-budget management.
