摘要
利用1982～2008年海南省的统计数据资料,用修正了的C-D生产函数模型对财政支农支出与农业经济增长之间的关系进行实证研究。研究结果显示:海南省农业GDP相对财政支农资金投入的弹性为-0.065778,1982～2008年间财政支农支出对农业产出的平均贡献率则达到了6.68%。因此,为进一步促进农业经济的发展,海南应该加大财政支农的规模并提高其使用效率。
Government expenditure on supporting agriculture is an area of investment. And investment is one of the three engines to promote economic growth. So correlation must exist between expenditure on supporting agriculture and agricultural economic growth. The empirical study was made on the relation- ship between expenditure on supporting agriculture and agricultural economic growth, with a revised Cobb-Douglas production function model, using Hainan＇s statistical data in the period of 1982-2008. The results showed that Hainan＇s agricultural GDP relative financial support for agriculture investment flexibili- ty was -0.065 778. In 1982-2008, the average contribution rate of fiscal expenditure to agricultural output reached 6.68%. Therefore, Hainan should increase the scale of financial support for agriculture and im- prove its efficiency to further promote the development of agricultural economy.
