摘要
概述了一些国际组织、欧美发达国家及发展中国家在协调水电建设与生态环境关系方面采取的有效措施,认为这些措施对我国有5点启示:①加强水政监督;②建立水电环境认证制度;③探索适应性管理;④重视河流生态修复建设;⑤开展中国特色的水电建设研究。
The effective measures in the coordination between hydropower construction and ecological environment adopted by some international organizations,developed and developing countries were summarized. The following five inspirations were proposed:strengthening of water administration supervision,establishment of hydropower environment certification system,exploration of adaptability management,emphasis of ecological rehabilitation of rivers and implementation of researches on hydropower construction with Chinese characteristics.
