摘要
追踪"城乡一体化"形成的脉络发现,最早是用"统筹城乡发展"概念来表达城乡协调发展,党的十六大报告最早使用了"统筹城乡经济社会发展"的概念;十六届三中全会进一步总结概括了"五个统筹"并做了详细的解读;十七大报告首次提出"城乡经济社会发展一体化"的发展新思路;十七届三中全会对"城乡一体化"发展进行了系统的阐述。发展"城乡一体化"的基本路径是城乡各领域的全面互动和对接,在宏观层面主要指城乡政策的调整完善,构建城乡统一政策体制框架;在微观层面主要是城乡各业之间的沟通和交流,实现城乡双方的互惠、互利、互补和共赢。
The idea of＂coordinated urban-rural＂development was first put forward at the Seventeenth Congress of the CPC. The basic path to＂coordinated urban-rural＂development is the all-round interaction and gearing to the same standard.On the macro-level,this means the adjustment and perfection of urban and rural policies to establish a united frame.On the micro-level,this means the communication and exchange between different trades in urban and rural areas for mutual benefit,complementation and win-win.
