摘要
全民医保的实施对社会医疗保险机构职能提升提出新的要求,该文从医保机构硬件建设及其职能完善方面对提升其职能进行分析。指出在硬件建设方面应该整合相关机构、加强医保专业人才队伍建设、完善信息系统建设;在其职能完善方面应开展预测和评估居民的卫生服务需要和需求、发挥疾病预防与控制作用、加强对医疗机构的监管,控制服务成本以及参与区域卫生规划和资源配置。
New demands have been proposed to social health insurance institutions with the implementation of universal health insurance.Social health insurance institutions should improve the hardware construction as well as enhance the functions.Hardware constructions include in integrating relevant agencies,strengthening the professional team,improving the information system construction.Enhancing functions mean to improve the prediction and assessment of population health services needs and demand,play a role in disease prevention and control,strengthen medical supervision and control service costs,and be invloved in regional health planning and resource allocation.
