摘要
在阐述我国PEIA的产生背景与现状的基础上,从多层面分析并揭示了我国城市规划和PEIA在理论和实践中存在的脱节现象与产生机理,并从完善城市规划体系、探索有效技术途径、建立行政监管体系和提供法律保障等四个方面提出了两者的整合途径。
Based on expounding the background and status of PEIA in China, it’s analyzing and revealing the disjointed phenomenon of urban planning and PEIA in theory and practice, and it’s proposing an integrated approach to them, from four espects, improving the urban planning system, exploring ways to effective techniques, establishing of administrative supervision system, and providing legal protection
