摘要
从分析我国包装行业发展的关键制约因素出发，提出中国包装教育跨世纪的职工素质教育战略和高层次人才培养战略。指出要将职工教育和培训问题提到建立现代企业教育制度的高度来认识，由政府扶植和包装协会牵头，通过企业、学校和社会力量来共同兴办。高层次人才培养目前应采取坚持发展，继续探索，注重积累，保证质量的方针。
This paper puts forward the strategy of trans-centary quality education and higher level personnel training from analysing the key factors on our packaging industrial development. It points out that the education and training of staff and workers should be recognized on the height of establishing modern education system of enterprises,be suported by governments, be led by packaging associations and be conducted together by enterprises,universities and social departments. Now the training of higher level personnel should use the policy of pers1sling development,continuous research,laying stress on cumulation and keeping quality.
