摘要
在1973年8月第一次全国环境保护会议召开前,中国政府在环保方面曾做出了长期努力。这些努力为第一次全国环保会议的召开及中国现代环保事业的顺利起步准备了重要组织条件,提供了环保经验、事实依据及思想基础。因而,第一次全国环保会议召开之前和之后的环保政策,也就具有显著历史连续性和继承性。
The Chinese government had made great efforts in environmental protection long before the First National Environmental Protection Conference in August 1973.These efforts prepared important organizational conditions,experience,factual basis and ideological foundation for the convening of this conference and a good start of China's modern environmental protection program.Furthermore, these efforts also ensured the Chinese environmental policy showed a marked historical continuity and succession before and after the conference.
