摘要
未来企业安全生产的最终目标是零事故。基于目前应用系统安全管理的实际效果,建设安全文化是达到零事故的一种有效途径,也是系统安全管理非常有益的补充。通过建立安全文化模型,表明安全文化是由政府、企业管理层和个人三方面组成的,是人们对安全价值、观念、态度和行动等方面的总体看法。建立积极安全文化,时间周期长、难度大,通过培育企业安全引领者,是建立安全文化的一种有效方法。同时,对培育安全引领者的能力和规范其行为,提出了具体建设措施。
The target of safety in future is zero accidents.Safety Culture is seen as a way of ensuring the level of safety performance in organizations,in contrast to the systematic engineered management of hazards and effects.The safety culture model was made to show the desired responses at the organizational levels of policy,management and individual.One of the effect ways to proactively develop a culture of safety is through safety leadership,which competency areas and behaviors were recommended in details.
