摘要
共性技术项目决策机制对政府科技管理职能转变、市场机制活力激发具有双重积极作用。对共性技术项目的决策影响力、政府角色定位、专家咨询机制、公众参与机制等进行了深入分析,指出了我国共性技术项目各决策机制的现状及所存在的问题,并提出了相应的完善建议。构建了共性技术决策机制总体结构模型。
Common technology project decision-making mechanism has dual active role in changes in government science and technology management functions and stimulation of energy in the market mechanism.This article has the in-depth analysis of common technology project decision-making mechanism,including：decision-making influence analysis,government role analysis,expert advice mechanism analysis,public participation mechanisms analysis,etc.In these areas this article pointed out the quo and the problems of common technology project decision-making mechanism in China then put forward a comprehensive proposal accordingly.The article finally proposed the overall structure model of common technology protect decisionmaking mechanism.
