摘要
农村公共品投资满意度能够客观反映农民需求的满足程度和社会福利水平。农村公共品投资农民满意度研究的目标就是促使政府将工作重点放在体察农民的公共需求及其变化方面。对于农民个体而言,只有农民认为有用的公共品,才是有效率的。本文利用西北五省40个县(市)的实地调研数据,采用因子分析法和二元离散选择模型,对农村公共品投资满意度影响因素进行了实证研究,结果表明,农民满意度的影响主要来自道路、基础教育、医疗、农田水利设施、饮水设施、公共品供给农民参与情况、农民对村委会的评价、农民对政府的评价等;农民对农村公共品的需求具有一定的层次性和阶段性,而农民满意度根据其需求状况具有一定的次序性。
Based on the data of the spot investigation in 40 counties and cities of Northwest China,an empirical research is done about farmers' satisfaction on public services and its influencing factors by using factor analysis method and binary discrete choice model. The results show that farmers' satisfaction is under the influence of road infrastructure,basic education,health care,irrigation and water conservancy facilities,water facilities,participation in the supply of public services,and farmers' appraisal of village committee and government. Also farmers' income per capita,rural public health and cultural entertainments have certain influence on farmers' satisfaction,but not great influence. The influence of technology extension and training,rural clean energy and age on farmers' satisfaction is much less,and farmers' satisfaction is not influenced by subjects' sex,education degree and the number of family members. Moreover,farmers demand for public services in rural areas has certain level and phase,while farmers' satisfaction has certain order according to their demand conditions.
