摘要
针对矿山尾矿库缺少行之有效的系统的安全管理方法的情况,通过对英国等先进国家在核工业废料处理及石油、天然气及航空领域的Safety case的深入研究,分析了Safety case结构以及构成元素之间相互关系。根据尾矿库生命周期内的四大环节的特点,提取了尾矿库安全规制的Safety Case结构及要素,建立了尾矿库Safety case结构模型,为矿山尾矿库的安全管理一定的指导意义。
Currently there is a lack of effective safety management systems for mine tailing dam.This study reviews the cases of waste disposal in the nuclear,oil,natural gas and aerospace industries in the United Kingdom and other advanced countries.The in-depth research,analysis on the safety case structure,and composition relationships among elements are conducted.Based on the characteristics of the four segments in tailing life cycle,the tailing dam safety regulations of the safety case structure are obtained.A model of tailing safety case structure for the mine tailing dam safety management is established.This study provides a new insight for realizing tailing safety case,improving mine tailing dam safety management system and safety standard system.
