摘要
本文基于1995年～2008年中国省际面板数据,采用GMM分析方法,从全国、东部、中部和西部四个角度对财政分权对居民消费的影响进行了实证分析。结果显示:全国方面:财政分权对居民消费的影响系数为正,这表明财政分权提高了我国居民整体消费水平。各地区方面:由于各地生活水平、自然条件以及居民消费偏好不同,财政分权对各地居民消费的影响也不同,财政分权与东部、中部地区居民消费水平都呈正相关,对中部地区的影响相对较大,对东部地区的影响较小,对西部地区的影响不显著。
Based on Chinese provincial panel data during 1995- 2008, using GMM analysis method, the authors make an empirical analysis of the impact of fiscal decentralization on household consumption from four perspectives of the whole country, the east, the middle and the west. The results show that from the national perspective the coefficient of the impact of fiscal decentralization on household consumption is positive, which suggests that fiscal decentralization improves the overall consumption level of Chinese residents. From the regional aspect, due to the difference in the living standards, natural conditions and consumer preference, the impacts of fiscal decentralization on the household consumption are also different. The fiscal decentralization and the consuming level of the central and the eastern regions are positively correlated. The impact on the central region is relatively larger than the impact on the eastern region. The impact on the western region is not significant.
