摘要
回顾了1998年铁路在改革、建设、运输生产、经营管理、安全、工业产品、对外开放及科技教育等方面所取得的成绩,分析了运输市场及铁路所面临的扭亏为盈的严峻形势,提出了1999年铁路工作的总体目标和改革与发展的任务,并确定了1999年铁路改革、扭亏增盈、铁路建设等重点工作及其安排。
Achievements of railway sector in 1998 in the aspects of reform, construction, transportation, operation and management, safety, industrial products, opening-up, science and technology, education, etc. are reviewed, the critical situation of turning losses into profit confronting the transportation market and railway industry is analyzed, leading to the putting forth of the targets and tasks of reform and development for the railway industry in 1999. Likewise, the emphases such as reform in railway industry, eliminating losses and increasing profits and railway construction are determined with their arrangements made.
