摘要
长期以来,作为政策性业务的农业保险由商业保险公司经营,从20世纪90年代以来,河南省农业保险业务持续萎缩。如何在新形势下更好地发挥农业保险在保障农业发展中的作用,是促进河南农业经济可持续发展、增加农民收入稳定增长的客观要求。综观国内外规避和防范农业风险的各种方法之成功经验,农业保险无疑是其中最有效、最直接、最稳定的主要方法之一。本文通过深入分析河南农业保险在制度安排、经营管理等方面存在的问题,从目标定位、发展模式等多个角度,提出了建立河南省政策性农业保险的构想。
For long,the agriculture insurance as the policy-related business is managed by commercial bank.Since the 1990s,the agriculture insurance in Henan shrinks continually.How to exert the effect of the agriculture insurance on the agriculture development under the new situation？ The external request is to promote sustainable development of agricultural economy in Henan and keep the peasantry income increasing steadily.From the successful experience of the methods to elude and keep away agriculture venture,undoubtedly agriculture insurance is one of the most effective,direct and steady way.This article brings forward the idea of establishing policy agriculture insurance through the embedded analysis on the matter of agriculture insurance system and management problem in Henan.This is also through the point of view at the target orientation and development mode.
