摘要
在对河南省科技信息资源建设现状进行分析的基础上,提出推进河南省科技信息资源共建共享的有效措施:自上而下建立起完善的、科学高效的信息资源组织与运行管理机制,进行统筹规划,确立一套科学合理的建设方案,使信息资源共建共享工程获得强有力的组织保障。并对构建河南省区域性科技信息资源共建共享框架体系在组织形式、技术路线、规范管理及有效服务等方面的建设方案进行了探讨。
Based on analysing the present situation in constructing sci-tech information resources in Henan Provinces,the paper proposes such effective measures as follows to promote jointly building and sharing of sci-tech information： setting up a perfect,scientifically and highly efficient operating mechanism from top to bottom which can make overall plans;establishing a scientific and reasonable development project to provide powerful organizational guarantee.This article also approaches different problems from many other aspects for the regional framework establishment such as organizational forms,technical routes,standardized administration,effective service and so on.
