摘要
区域水银行已被公认为是优化水资源配置、减少水资源浪费的有效途径,但是目前浙江省水银行的运作环境不成熟,为了保障水银行的顺利运作,必须为水银行运作创造一个市场化环境.通过构建水权体系、明晰水权、重新定义浙江省政府的角色、建立水银行客户资格审查制度、建立节水激励机制等,形成区域水银行运行的保障机制,从而确保水银行的长期顺利运作.随着水权交易不断进行,水银行运作的保障机制也将得到不断改进和完善.
The water bank has been admitted to be an effectual method to optimize water distribution and to reduce the water waste.But Zhejiang＇s environment of water bank hasn＇t been ripe now.In order to ensure the water bank work successfully,a marketing environment for it must be created.By constructing water right system and making water right clear,adjusting the government role,establishing the customer qualification system and the saving water motivating system,the guarantee system of the water bank was formed.With the course of water right trades,the guarantee system will be improved.
