摘要
文章从认识层面、制度层面、利益调节机制和管制手段分析入手,针对目前环境保护与社会发展要求存在的差距,对提高环境保护能力和生态建设水平进行的深层次思考:不仅仅要认识环境问题的重要性,而且要认识环境保护制度建设的重要性,尽快健全环境保护法制体系;环保意识植入政府行为;在生态建设领域中发挥市场调节机制的作用。
In-depth considerations are given to how to enhance the environmental protection capacity and how to improve eco-construction against the deviation from the current requirements of environmental protection and social development from the aspects of understanding,social systems,interest adjusting mechanism and administration means.The importance of not only environmental problems but also construction of environmental protection systems should be understood so as to consolidate the legal system of environmental protection as soon as possible,to integrate the consciousness into governmental behaviors and to make best use of market regulating mechanism in eco-construction.
